Why wouldn't that be allowed? If someone looks like that on a regular basis, I guess their passport should reflect it. Hmm...what country is that passport from?

That's not a passport.

Even if it were, you can have whatever hair and makeup you like. There are thousands of ACTUAL passports with photos like that.

It's what is euphemistically called an "internal passport", which is just a state-issued ID, but not al passport. The words "Russian Federation" at the top of the document clearly give away where she is from. They are required by citizens beginning at I believe age 16, and the Russian police request them all too frequently. They are not useful for international travel, but just an internal Russian Federation ID.

An actual Russian Federation passport looks quite different (much more pink offset printing), featuring a complete and proper biometric page in both English an Russian, and most notably, the word "PASSPORT" in both languages.

And I hope you are right about the irony - it is certainly not cool...
