It's a moss that grows in the Netherlands. It's very common for cars left abandoned or not driven for long periods. The moisture in Holland is a haven for the spores and they'll attach themselves to anything they can. As long as it's warm, moist and still, it'll grow.....

If you look at the last pic, a small piece of glass from the drivers window can be seen next to whatever came through the window.

The last pic gives the details, the white thing is a section of packed intestine plus there are short white to brown tipped hairs which gives it all away as a typical deer given that they are herbivores. I don't think the driver of this car hit the deer though as there would be a significant deal of damage to the car to get that kind of body cavity explosion, most likely the driver was passing another vehicle such as a semi which may have either hit an already dead dear in the road or hit a live one crossing the road all at the wrong time. This is not a moss found in the netherlands and any moron can see that.
