They look like sand flies. Usually, you find these at a beach. They are harmless, but annoying.

they are shad flies, they come out once a year in north bay ontario canada, and i believe 1 place in australia. they have no mouths and only live for 48 hours. they are extreamly attracted to light and have a very fishy smell.

fish fly's that is what happens when ones natural predator is longer around to eat them like the birds that eat mosquito's

Im thinking you collect them and go fishing. You would catch mad fish by chumming the water with them and then tossing a line in. That's just me though. No lemons just lemonade.
