after the customers drink their shots, they ring the bell to signal the waiter for another round. this would be for high-volume bar tables at a place that specialised in shot-drinking. at least that's my guess.

personally i would add a piece of pizza on top. :P

The numbers might also be used for samplers, like each one is a different kind of vodka/mixed shot/etc. and at the end you know which you liked best.

The bell is used for same purpose as if it were installed on bike -to warn people ahead about approaching, fully loaded pie cutter.
