just a guess, but this may be one of the groups of algaes which are on the rise because of ocean acidification, a result of increasing carbon being stored in the oceans. (one of the many results of global climate change)

gigante : could be that, but here it's the factory farming that is responsible. And today, two wild boar died after breathing this shit.

The intensive pig production is probably responsible of this shit. the pig manure is rejected on fields as "fertilizer", migrates on groundwater and finally goes to the sea... And is very good for algues vertes multiplication...
