please.

topical cleaning is obviously being done. it's the underlying problems like ancient rugs, out of date interiors, and antique and underfinished plumbing that are the biggest eyesores. and all these things cost money... money which is probably not available for a variety of reasons. furthermore, blaming it all on 'russia' is a basic failure of not seeing the world for what it is, and not understanding the reality of economics.
