Welcome to Tiger & Turtle Magic Mountain. This sculpture is the most unusual in the world. It is a frozen roller coaster that you don’t ride. You walk it. It is designed by Heike Mutter and Ulrich Genth and built in Duisburg, Germany. As visitors rise by 45 meters (147 feet) above the level of landscape, they get an amazing view over the Rhine.

If you look at the higher resolution photos (use Credits: link) you'll see the loop is fenced off. You have to turn around and go back the way you came. There is also a CCTV camera at the top, they must monitor it incase some dare devil tries to jump the fence and dew the loop.

Can someone explain to me the purpose of this? That's alot of man hours and materials put in and I don't see why? What's the gain?

That's a long way to fall on your head when you realize part way up that loop you can't hold on to the railing any longer. This probably the only Roller Coaster in the world where people actually want you to cut in line in front of them..."No it's ok, you go 1st, no really I insist you first.."

Anything made in Germany has got to be good. This piece is better than most Contemporary art I've seen recently, and no animal was brutalized to create it.
