Glad that he is losing weight this is a crime that a dachshund is that heavy, the previous owner should be locked up for ever.

Dachshunds are notorious for gaining weight quickly when fed wrong. You really need to keep them on a balanced diet and pay close attention to their build..

That said, I hope the prior owners were at LEAST fined for this. It takes a provider to make a dog that badly over weight.
