And nobody bothered to pick up their shoes again.. There is something else going on here.

you mean... aside from the glue still being ultra-sticky and/or just plain russia?
In this town, road workers used a special coating on the road before laying the new asphalt. However, they forgot to put out signs to inform people that the road was sticky and many people have lost their shoes along the way.
