The bank employees are the ones that were punished, not the shop owner. Plus, don't they have automated coin sorters/counters in China??

A shop keeper in China was involved in an argument with a shopper and the courts ordered him to pay $1600 in moral damages to the woman. But he was not going to let the woman win completely.He paid the damages to her in coins that took 18 bank employees 8 hours to process.
