well not so sure about the part "people on a budget"... what is the point of paying 1$/meal when u need to pay 2-3K$ or more for the plane+hotel and other taxes?

You can fly to many Caribbean locations from the US for less than $300. Ironically some nearby islands are twice as much. It just depends on the route, airline and where you start from.

In Bulgaria is really so cheap. In summer best for tourists is Sunny Beach and Golden Sands, winter - Borovets, Pamporovo and Bansko

Nepal

Yes, there was a big earthquake in Nepal back in April 2015. But the country is still very much open to tourism — in fact, much of their economy depends on tourism, so they would be very happy to have you.
