Old Archimedes would roll in his grave. While his principle is valid, the sand bags they're using to hold the lever down looks like they can hold about 20kgs at most. Now take the mass of the suspended wooden frame and any extra load, add the wind factor, and you have a truly dangerous situation here. If I were the contractor, I'd fire every one of the morons who came up with this "solution".
Did you ever saw 50kg bag of cement or flour? It looks 3 times smaller than those bags. Let's say they are 100kg each. With the right position of support and lever they can hold more than 400kg each. I don't say this is a masterpiece of engineering but probably no one died as you can see guy on the right is doing his job...
I wouldn't call it safe, BUT. from the pivot point to the sand bags looks to be about 10 feet, from the pivot point to the outside looks around to be around 2 feet. thats a 5 to 1 ratio. In theory lets say those bags weigh 100 pounds apiece theres 2 of them so thats 200 pounds 5 X 200 = 1000 pounds on the short end just get the beams to get level. Now add in the fact that once the beam gets level the pivot point changes to the outside edge which is a good 16 inches further away from the bags. now your ratio to 22.666666667 to 1 22.666666667 X 200 = 4533.333333333
