[einsib, Technically, nobody, since there are none official... the dull Bartram design just seems to be the most popular on the web(and was flown there one time or two). While I don't necessarily promote Vexillological correctness (many flag designers seem obsessed with excessive minimalization leading to lame, forgettable, unattractive & symbolically weak stuff ), out of the proposed continent flags I think my fave has to be the Dave Hamilton proposal, seen on some unofficial (and possibly phony) antarctic dollar bills.
Others include the hi-vis design Whitney Smith, that of Cooper & Tucker, the "True South" proposal from 2020, Oliver Leroi's very gray pattern & the emblem of the Antarctic treaty system, apparently sometimes printed in flag form.
For some eye-candy I recommend the flags of the Brit antarctic territory, the Brit 1850s expedition sledge flags, & the flag of the Magallanes & Chilean antarctica region.
Random curiosity : the Belgian expedition from 57-58 used a flag designed by comic strip cartoonist Hergé (maker of Tintin).
