I'm wondering if it would be easy to parachute some of these into enemy territory, inflate them, and produce a satellite photo ("proof of weapons of mass destruction")... to justify an invasion ... just thinking ...

You see, they are inflatable. They are used because they are so lifelike that from practically and distance it appears to the enemy that they have more firepower than they really have.
