Agree I would substitute 1 layer for mashed potatoes and maybe another layer for some different veggie or bean pure, that way it would be tastier and healthier.
i've been using oatmeal as an extender for any ground meat recipes like meatballs & burgers. you wouldn't know the difference & much healthier imo. 1 part oatmeal to 2 parts meat.

personally i'd increase the potato-to-red meat ratio, plus substitute a homemade pasta sauce for that nasty, sugary ketchup...
