I have actually seen this in my in-law's house. In their case it was the type of paint that was used was actually holding in the water in a bubble.

My mother's bathroom leaked and the walls did something like this (latex paint I'd imagine) but I have NEVER seen a ceiling like this. They got bigger problems than that though.

They should leave it like that and say that it's modern art. Looks amazing :D

That's a way to paint the ceiling, but instead of paint they use a special cloth they stretch on it, it was very trendy in russia at times until the folks upstairs forget to turn their faucet off.
