It's not uncommon for vehicles like this to be poorly insured. Not many insurance companies dare to insure something this expensive. Furthermore, cars like this a likely to crash in the hands of inexperienced drivers, that's another reason for insurance companies to either not give insurance, or atleast not the all-risk package.
I don't know how insurance works in other country, but here in Italy if someone drive at 320 Km/h where speed limit is 130 Km/h, you can bet that nobody paid your ticket.
