Not quite, but section 187 of the California penal code defines "murder" for legal purposes, that is probably what you are referring to. Popularized by California rap music in the early 90's the term as been adopted widely as a replacement in slang use for murder itself. As far as police call signs, there was probably a "10 code" to relay a homicide situation, however the 10 code is being phased out and replaced by plain speech.
