It is very simple: Most men prefer over because it can then be used one handed while standing up. It is virtually impossible for a man doing #1 to use a roll of "under" tp without spilling.
And while we are on the subject you can usually tell if a man or a woman designed a bathroom depending on the position of the tp holder.
If it's facing the toilet, it was a woman. If it's behind the toilet or on the side, it was a man (or a considerate woman :P)

I don't use sissy toilet paper. Real men (like me) wipe their asses with wadded up pages from Mechanics Illustrated or Playboy.
