All EU countries are connected with european car evidence (when you put car id (VIN), you can check the car story). It's impossible to sell stolen car and register it (put new plates) in any EU country. Maybe in early 90's it was possible in Lithuania, Poland, Czech Rep. , Slovakia, but now you can't do this. The main and the most powerful crime organisation is russian mafia - most of carjacking is rus mafia work.
