just a guess, but this may be one of the groups of algaes which are on the rise because of ocean acidification, a result of increasing carbon being stored in the oceans. (one of the many results of global climate change)

The intensive pig production is probably responsible of this shit. the pig manure is rejected on fields as "fertilizer", migrates on groundwater and finally goes to the sea... And is very good for algues vertes multiplication...
