What a waste of public tax dollars. That whole operation with the cops, the bomb robot, closing off the street(s), etc. probably cost over $10,000.
This is a perfect time to use death row inmates. Have one of them go up and open the bag. If it explodes, they die - no loss. If it's a dud or a joke - back to their cell they go. If they try to run off - shoot them.
