wtf was she doing behind the cops? Wanted to help?! Being a cop is a dangerous job and many of them die. Disregarding the water....getting behind a cop, when he is busy handling a threat her action can be seen and is a threat to his/their safety.
I am not a cop but i do live in a country were cops are ridiculed and have no power against assholes and can't really protect no one. I wish we had cops like these guys.
