Those are barrier islands. Made from deposited sands from the previous 1000 storms over the last billion years. They're ALWAYS moving and changing. Why people build on them and DON'T expect this, is just stupid. No sympathy whatsoever. Here's a clue..., it will happen again.

It seems that human nature has been proven to be extremely faulty. Some will always follow the crowd, follow fashion, keep up with and even out do the Jones family. Call it what you want they seem to sleepwalk into danger, ignoring all the road signs. Then we will hear the sound of someone bleating "we must learn the lessons so that this will never happen again", and it always does.
