I don't get it...are all those cars wrecked, or to be wrecked? Or are they lined up to be fixed or something? A bit of narrative here would be of great help.

I think it's for people who had to abandon their homes. It looks like a place for them to stay safe until they found a home to stay.

Glad I'm living in an hurricane free country.

It's a holding yard for the insurance companies. All of those cars have had flood damage and the insurance companies are totalling them out. They will be going up for auction to be refurbished.
