Since this could be used by terrorists, I think the USA should ban the manufacture, sale and distribution of all paperclips. Those people that already own these deadly devices will have to turn them in, have their ID recorded into a terrorist database, and have an identifying barcode tattooed onto their foreheads.
Those that refuse, stupidly claiming that it's their constitutional right to own paperclips, will be imprisoned and sent to 'educational camps' where they can be taught the error of their ways.

Those locks are toys, they are easily opened, the handcuffs don't even need a key, they have a latch on the side
