In the Chinese city of Taiyuan, plans for a street expansion involved demolishing some of the surrounding buildings. This parked car, standing in the middle of the proposed demolition site, stopped all work for 10 days as the builders waited for the owner to show up. When no one arrived to claim the car, they started the work anyway but even now that the buildings are gone, the fate of the abandoned car is still undecided. Please tell me why they did not simply have the car towed away to begin with?
