I live there :) I walked past this statue later that day which was the 17th of may, the constitution day of Norway. It's celebrated with parades and stuff. These guys are singing by the statue of Olav Tryggvason, the founder of Trondheim, central Norway.
The drunk dude is a russ. That's the term for a Norwegian graduate student from high school (age 18 / 19). The official russ celebrations starts night till 1th of May and ends night till 17th of May (that's a day off for everyone). In this period the russ is dressing up in russ clothes which has three colors. Red for those who did studies that approves them to go directly to the university, blue for economic and trading studies and black for mechanical and technical studies (plumper, car mechanic, electrician etc). This messed up guy is a black russ. He seem to have had a helluva ending party...
Never underestimate the power of large crowds, of stupid people.
This is not a prank. Every year on the 17th of May, a student choir sings the song "olav tryggvason" by the statue of Olav Tryggvason (awesome viking king, http://en.wikipedia.org/wiki/Olaf_I_of_Norway). This year they found this dude by the statue, but decided to do the singing according to the tradition.
