If US coins ten cents and above are a cupro-silver sandwich, where's the copper? It should be a thin line in the middle of the ring.

Both coins are silver the date on them is 1964 or before. They are US coins. Coins are not state property, you own them and can do what you like with them

Here in the UK it is illegal to destroy or deface any money. Even writing on a note is illegal. But saying that I have never heard or read of anyone being prosecuted for it.
