If the cat was going to be killed, they wouldn't have bothered taking the time to shave it. Hopefully, the poor critter will get a new home and a decent person to look after him.
first cat i ever had made it to 22 and passed away just a few years back. unfortunately as her arthritis worsened and treatment for it lost efficacy, she lost the will-power / ability to groom herself, and this kind of thing happened amazingly quickly if i missed brushing her even just a few days. she was a shorthair, but i've also seen this happen to longhairs just like this. i hate to think of an animal in the wild with this problem.
