It seems to be a crazy universal constant. My prospective in-laws have gone without fuel in the winter on a number of occasions so they could fund their smoking habit. It defies belief.

Kowloon City was an ungoverned settlement in Hong Kong that was originally a Chinese Military fort. During the 1950s and 1970s it was controlled by the Triads and had high rates of prostitution, gambling and drugs. In 1987 the city contained 33,000 residents within its 6.5-acre (0.026 km2; 0.0102 sq mi) borders and the government announced plans to demolish it, which was eventually completed in 1994. The Kowloon Walled City Park was opened in December 1995 in an area of the former city and some of the historical artefacts from the city have been preserved here.
