from my understanding, the reason for all this is pretty much because of mao. he declared war on classicism and etiquette, and the following generations made a deliberate point of being obnoxious and rude... or at least oblivious to the need for decent behavior, both at home and as tourists.
quite a shame IMO, because the culture is incredibly rich and fascinating. then again, the west treated them very shabbily for awhile, there... so maybe turnaround is fair play.
