Alot of these are bizzare yes, but some of them makes sense to me.

Why is this bizarre? 80 year old people should be forbidden to even drive in traffic. Nothing weird about it.
#24 and this.. it is very dangerous to stop for something this stupid, just pay attention to your fuel meter. If your car really brakes down, too bad. But no fuel is your own fault. You will also block the road for any emergency vehicles.

In countries like these, camouflage is often worn by either the police or bandits. Wearing this can cause confusion since you will look like a drug trafficker or something. Maybe weird in America, but cultures are different everywhere..
