Ofcourse they aren't necessary. In dubai it's all about oil and corruption. Police force aren't there to help the people. They are there just to show off how much many the country gains from its oil. Once they run out, it will be as deserted as it used to be 10 years ago and it will become one big raid/war scene.
There is near zero criminality in Dubai, only very rich people live there. The country needs a police but you must know the police don't buy these cars. It is the manufacturer who GIVE these vehicles to the city police, probably as gifts and as advertising (who said corruption?...) ;-)
