1. It's medication for a skin ailment (and, if that is the case, shame on anyone who would criticise her). 2. It's some kind of make-up with retroreflective/iridescent properties which the camera flashes cause to flourish. Poor make-up formulation, not her fault if that is the case.
It's a translucent powder called HD powder that's invisible to the naked eye but reflective so the camera flash catches it. It's been seen on other celebrities, often around the nose, and looks like coke, lol.
