I'm not surprised at all! Romanian gypsies are driving their cars from Romania to Norway so they can beg on our streets. I cannot afford such a car trip... They are offered food, rejects the food and asks for money. They get money, ask for a lot more. They are offered jobs, but say that labor is against their nature, they want to be free. Everywhere they live (in parks and occupied buildings) there are trash and feces floating around (I'm not kidding!). Many of them seem to have "work clothes", then wearing something different in the evenings. Their culture is keeping them down, and it seem to be their choice. It's a pity, and it takes away my sympathy for them.
You can't go anywhere in Scandinavia without seeing (at least) one beggar outside each shop. Like you I have no sympathy for them whatsoever and won't even acknowledge them. I wish they would just outlaw it somehow.
