Japan famously sent scores of balloon bombs to the American Pacific Coast during WWII, with the purpose of causing forest fires. While most landed harmlessly, one did cause casualties - a balloon that landed in a forest near Bly, Oregon, that exploded and killed a Sunday school teacher and five children. The practice of shooting a rifle or dropping a bomb from a balloon is still technically forbidden to this day.
