Stafford was unable to find out the direct number to the Lebanon DMV until filing a Freedom of Information Act request, so he sued the state because he was denied direct phone numbers to other DMV offices in his area. Stafford ended up filing three lawsuits, which were dismissed, and he was forced to pay a 2987,14$ amount of tax. So, the vengeful guy loaded 5 wheelbarrows full of pennies to “inconvenience” the DMV. The amount of money and effort he spent on accomplishing it makes you wonder, who won in the end, though.
