Justice stands to the right, the goddess representing the equal treatment of all under the law. ‘Excelsior’, the state motto (translated from Latin as “Ever Upward”), sits below a shield displaying ships sailing the Hudson River. The eagle on top of the globe refers to the Western expansion of Empire.
