It appears to hang on the wall since it has a flat back and a hole to hang from. It doesn’t seem very sealed at the seams, so not sure if its actually a pipe. Metal is thin. It doesn’t seem like anything was burned in it (incense or otherwise). Liquids would drain right out with the stem so low.

A: It’s known as a snotneus lamp.
