#4 Popeye first appeared in 1929. A photo of a "Popeye impersonator" being from the 1800s seems unlikely.

Well the thimble theater character Popeye was based on real life Frank "Rocky" Fiegel 1868-1947 so it is possible, although he might not have been identified as Popeye until later on. Comics history is full of forgotten people who got screwed over somehow.
