No it's not dumb, it's an house themed bunker, that could work as bunker. He would live there like you do on your home. Seriously for 20 millions all that space and floors? That's awesome, it's like and underground big building, without visible impact and all year cooled by the ground (no air conditioning needed). It's smart actually.
I do agree about the secondary escape route, not in case of your dumb american zombie apocalypse scenario, but in case of external flood (dunno if it's so ermetic) or floor fires (it's a luxury building, may have the doors to keep fire contained, but if it happens on a floor up yours is a problem).
