#15 is a clamp used for hanging electrical conduit and plumbing off of a steel I beam. A long threaded rod with a nut and washer goes through the big hole for attaching whatever you are trying to hold up and a smaller bolt goes through the smaller hole to clamp it on the edge of the I beam.
