#16 I have seen similar in the yard of a British bar, but with a third higher tier of free-standing or criss-crossed 'platforms'.
As @ Kingsley suggests, once you see them in use they make a lot more sense and are actually quite good for giving options to sit/stand as you want. Even the bits passing under a higher tier work as shelves.
