Which I get, because the round that is fired has to go somewhere. Unless you fire it directly out toward sea, the likelihood of it hitting something is there. The likelihood of that something being valuable or worthwhile is minuscule, granted, but still a likelihood.
But still, the sheriff comes off as a nincompoop, not getting the joke.
