It’s called a miao comb that most likely originated in Indonesia or China. It’s meant to be worn in a horizontal fashion.

The "basement home" is often an economic start to build a home in stages, and "pay-as-you-go", avoiding high interest fees. Interest rates aren't locked-in until the building is deemed liveable, so it is a shortcut when economic inflation hits in the middle of a project.
