#20 Maybe someone was pouring old oil or paint down that drain. Could easily see something like that eating the resin away.

If you're in Seattle and see groups of #1 it is letting light into the old Seattle underground tour.

#11 this could also be a wireless data link between distant buildings. There's probably a similar unit within line of sight.
"I found this on my walk in Vancouver Canada. Its attached to a Electricity Pole. Can some one help me find out what is this ?"
A: "It’s an RF transceiver and antenna. Most likely a small cell site."
