#20 Maybe someone was pouring old oil or paint down that drain. Could easily see something like that eating the resin away.

If you're in Seattle and see groups of #1 it is letting light into the old Seattle underground tour.

#11 this could also be a wireless data link between distant buildings. There's probably a similar unit within line of sight.
