In 1941 Belgium was under Nazi occupation. Their government had accepted exile in England. The bureacrats left behind, as well as their homegrown socialist and fascist parties, cooperated with the occupiers. Most of the soldiers went to prison camps until the end of the war. Life was hell for these guys.
