no it not, that dish would hold entirely too much wax for a seal, it it more than likely an aromatic oil burner.

#18 My uncle had one of these to pour melted lead into molds. He made sinkers.

You can also make rounds for black powder weapons using a lead pot like that. I've seen a few different kinds.

#18 Have one like it. Used for melting butter or margarine for use in batters when baking etc. The spout simply prevents melted butter from running down the edge of the pot and making a mess.
